The study and improvement of Vietnam’s Human Capital Index (HCI) is of great significance in the context of the country’s education sector being determined to develop high-quality human resources for national industrialization and modernization, Deputy Minister of Education and Training Nguyen Van Phuc told a scientific workshop on December 21 on the HCI and solutions to improve it.
The HCI is one of the components of the UN’s E-Government Development Index, alongside the Online Service Index and the Telecommunication Infrastructure Index.
Key solutions include increasing gross enrollment rates, mean years, and expected years of schooling, and raising the number of university students.
Noting that the HCI is of great concern for the UN as well as the Prime Minister and ministries and sectors, Deputy Minister Phuc called for relevant bodies to continue updating and reviewing education statistics and figures, ensuring they are in line with international practice, and working with domestic and foreign measurement agencies to address HCI-related issues.
The Ministry of Education and Training is in charge of monitoring and implementing solutions to improve the HCI, contributing to a better E-Government Development Index for Vietnam in world rankings.
Vietnam is moving towards a digital government, a digital economy, and a digital society. The government has promulgated Resolution No. 17/NQCP dated February 7, 2019 on certain key tasks and solutions to develop e-government in the 2019-2020 with a vision to 2025.
The country is also making efforts to realize Sustainable Development Goals by 2030 and improve its competitiveness. Last January, the government issued Resolution No. 02/NQ-CP on key tasks and solutions to improve the business environment and national competitiveness in 2022, in which building e-government was one.
