The relationship between the State and private enterprises should be designed as a co-creative partnership, in which “the State provides a transparent playing field and rules, while businesses proactively compete, innovate, and jointly safeguard a fair market—moving from dialogue to action,” said Mr. Dang Hong Anh, Chairman of the Vietnam Young Entrepreneurs Association and Chairman of the Vietnam Private Sector Economic Forum 2025 (VPSF 2025).

Speaking at the VPSF 2025 high-level dialogue themed “Unlocking Potential – Shaping Vietnam’s Future,” held in Hanoi on September 16, Mr. Anh emphasized that the core spirit of this year’s forum can be summed up in five key words: trust, transparency, efficiency, competitiveness, and inclusiveness. He stressed that these are not just slogans, but action commitments from the young business community.

To realize this vision, young Vietnamese entrepreneurs are ready to raise the bar in human capital investment, uphold legal compliance, foster a culture of integrity in business, and drive comprehensive innovation—from mindset to operational models.

One of the most strategic and concrete initiatives proposed by the Vietnam Young Entrepreneurs Association and one they pledge to lead is the National Target Program to support and convert 5 million individual business households into formal enterprises. This is seen as a vast untapped internal resource of the economy waiting to be unlocked.

The program will focus on sharing management experience, strategic orientation, and helping business households avoid common operational pitfalls—often barriers for newly established enterprises. For this mission to succeed, Mr. Anh called for a genuine and close public–private partnership model.

On the State’s side, businesses hope the Prime Minister will act as a “launchpad architect” by introducing strong incentive policies, streamlined access to capital, and simplified administrative procedures—empowering business households to confidently cross the threshold into formal enterprise status.

In this new phase of development—where global supply chains are being restructured and the digital and green economies are becoming the prevailing norms—Vietnam stands at a pivotal moment, poised to become a destination for international capital, technology, and talent, according to Mr. Anh.

He said that such opportunities will only truly “smile upon” those who are well-prepared. Preparation, in this context, means not only persistent institutional reform and the development of a market- and business-friendly legal framework, but also long-term investment in science, technology, and innovation.

It also requires proactive expansion of international cooperation and the building of a national brand rooted in quality and trust.

Addressing the dialogue, Prime Minister Pham Minh Chinh called on the private sector to embrace patriotism, innovation, and global integration, positioning itself as a key engine of the country’s future development.

He underscored the need to harmonize traditional and modern growth drivers, including investment, exports, digital transformation, green growth, and the creative economy.

In a rapidly evolving global landscape, businesses must remain agile—diversifying markets and supply chains, while continuously enhancing the value-added of Vietnamese products, said the PM.

Quoting President Ho Chi Minh’s iconic words, “Nothing is difficult if one has the will,” the Prime Minister urged enterprises to persevere through challenges and remain ready to seize emerging opportunities—with determination, resilience, and no room for complacency.

Concluding his remarks, PM Chinh reaffirmed the Government’s strong commitment to working hand-in-hand with the business community to address key challenges in infrastructure, capital access, human resources, and policy reform.

He reiterated the guiding slogan: “The Government accompanies, ministries reform, infrastructure connects, institutions enable, businesses lead – Vietnam develops.”

The Prime Minister called on the business sector, especially private enterprises, to continue standing alongside the Party, the State, and the people, sharing in responsibilities, achievements, and national pride, as Vietnam confidently enters a new era of growth and global integration.
