As of August 1, ministries and agencies had cut 115 administrative procedures, 118 business conditions, and simplified 691 others in line with the 2025–2026 reform agenda.

The Ho Chi Minh City Export Processing and Industrial Zones Authority (Hepza) has said the time taken to complete three administrative procedures has been cut by 30 per cent, to support businesses in industrial parks and export processing zones. Under Decree No. 69/2022/ND-CP dated September 23, 2022, amending and supplementing a number of regulations relating to maritime business activities and effective from October 30, a number of business activities will be subject to simplified administrative procedures, such as granting or re-issuing certificates of eligibility for seaport operations and certificates of conformity on the recruitment and supply of seafarers.

A draft decree from the Ministry of Transport (MoT) on business in the maritime sector will simplify and reduce the time needed to deal with administrative procedures and enhance the application of information technology to provide Level 4 online public services, helping businesses and cutting compliance costs.

There will also be additional regulations on the issuance of identity certificates to stateless people who have lived stably and long-term in Vietnam.
