The Ministry of Construction has submitted to the Government a draft scheme titled "Training and Development of Vietnam's Railway Human Resources until 2030, with a Vision to 2045."

Accordingly, the ministry has set the objective to build a synchronous railway workforce with high professional qualifications, vocational skills, and technological capabilities. This workforce will meet the requirements for deploying high-speed rail projects, electrified national railways, and urban railways. The goal is to gradually acquire and master technology, enhance national competitiveness, and contribute to the development of a modern, self-reliant, and sustainable railway industry.

From this, specific targets have been identified for each phase.

In the 2025-2030 period, the sector aims to train at least 35,000 personnel, focusing on high-quality human resources to meet the demands of high-speed rail projects, electrified railways, and urban railways, as well as supplementing teaching staff for training institutions.

At least 105,000 personnel are trained in the 2031-2045 period, enhancing the training of high-quality human resources to meet project deployment requirements and supplementing teaching staff for training institutions. Similar to the 2025-2030 phase, training will be distributed by qualification level, industry group, and include professional development in operations, maintenance, state management, and project management.

Notably, during this phase, the number of personnel selected for training to directly participate in research, technology transfer acquisition, and gradually mastering parts of railway technology and industry will increase to 5,000 people.
