Dear readers,
The fourth annual Vietnam New Economic Forum (VNEF 2026), with the theme “Breakthrough Policies and Momentum of Localities, Enterprises,” co-hosted by the Central Commission for Policy and Strategy, the Vietnam Economic Association, and the Vietnam Chamber of Commerce and Industry (VCCI), with Tap chi Kinh te Viet Nam / Vietnam Economic Times / VnEconomy and relevant agencies acting as co-organizers, successfully concluded on October 3 in Hanoi.
The gathering took place as the country enters the last quarter of 2026 - the first year of implementing the Resolution from the 14th National Party Congress and important resolutions and conclusions from the Party Central Committee, including Conclusion No. 18-KL/TW, dated April 2, 2026, on socio-economic development, national finance, public investment, and public debt borrowing and repayment for the 2026-2030 period, linked to the goal of striving for double-digit growth, and Resolution No. 19-NQ/TW, dated July 28, 2026, on “Renewing Vietnam’s Development Model.”
The Forum created a useful channel for information exchange among policymakers, managers, scientists, and experts, along with representatives from a number of international organizations and the business community regarding issues related to the effectiveness of policy implementation aimed at creating breakthroughs and stimulating the momentum of localities and businesses, towards achieving the goal of double-digit growth for 2026 and subsequent years.
With three thematic discussion sessions: Change and Implementation Management Driving Growth Momentum; Tourism and Retail Trade Require Growth Breakthrough in the New Phase; and Financial Resources in the New Growth Cycle, the Forum focused on analyzing six groups of issues as suggested in the opening address by Politburo Member, Secretary of the Party Central Committee, and Chairman of the Central Commission for Strategy and Policy, Mr. Nguyen Thanh Nghi, while closely following the directive of Deputy Prime Minister Nguyen Van Thang that “we must shift strongly from the mindset of policy issuance to the mindset of organizing implementation and measuring results; specify goals into programs, plans, and specific tasks; clearly identify people, tasks, timelines, responsibilities, products, and results; link results, products, and implementation progress with the responsibility of organization or unit leaders. At the same time, strengthen inspection, urging, substantial evaluation, and decisively address any arising difficulties and obstacles, ensuring that work does not prolong and affect overall progress and effectiveness.”
In addition to the suggestions and addresses from Mr. Nghi and Deputy Prime Minister Thang, speeches and presentations from representatives of the World Bank, the Vietnam Chamber of Commerce and Industry, the Vietnam National Authority of Tourism, leaders from Dong Nai city and Nghe An province, and many other speakers contributed to affirming the paramount importance of real-world policy implementation effectiveness.
To further amplify the outcomes of the Vietnam New Economic Forum 2026, with the hope of contributing to changing mindsets in policy-making and implementation, to achieve real, quantifiable effectiveness in implementation and to create real momentum in localities and businesses in their efforts to implement policies towards reaching Vietnam’s goal of at least 10 per cent economic growth this year and in following years, our Cover Story in this edition features addresses by Mr. Nghi, Deputy Prime Minister Thang, and many other speakers at the Forum.
Warmest regards
