The National Assembly's Committee on National Defense, Security, and Foreign Affairs has proposed clearly defining the legal responsibilities of investors, owners, heads of establishments, households, and vehicle owners in adhering to initial fire safety designs and maintaining safety conditions according to standards and technical regulations.

Vietnam has established a comprehensive legal framework to support science, technology, and innovation, yet limited policy communication, complex procedures, and weak linkages between research institutes and the market continue to prevent businesses from accessing state incentives, officials said at a recent national conference.
