Under the Government’s plan, the Ministry of Science and Technology will take the prime responsibility and coordinate with relevant ministries and agencies to guide, monitor and oversee the implementation of the agreement.

The program aims to attract 500 foreign and overseas Vietnamese experts and scientists willing to work full-time at Vietnam's higher education and vocational institutions.
