Prime Minister Le Minh Hung has urged ministries and agencies to urgently finalize 12 draft laws and resolutions, ensuring they are consistent, feasible and do not create new bottlenecks for people and businesses.
He made the request at a Government meeting on lawmaking in August 2026, held on August 18 to discuss 12 draft laws and resolutions expected to be submitted to the National Assembly for consideration and approval at its upcoming second session scheduled in October 2026.
The Prime Minister asked ministries and agencies to thoroughly review draft legislation to identify overlapping or conflicting provisions and prevent the emergence of new regulatory bottlenecks. Decentralization and delegation of authority should be accompanied by adequate resources, personnel and implementation tools, he said.
Law-making should also go hand in hand with cutting and simplifying administrative procedures and business conditions. Ministries must clearly specify effective dates and transitional provisions and proactively prepare guiding documents to avoid legal gaps.
At the second session of the 16th National Assembly, scheduled for October 2026, the Government is expected to submit about 40 draft laws and resolutions, with the list potentially subject to further adjustment.
