At the National Assembly (NA)’s third session, detailing its supervision over the implementation of policies and laws on planning activities since the Law on Planning took effect, Minister of Construction Nguyen Thanh Nghi said there remain bottlenecks in construction planning and land use planning. The ministry will coordinate with other ministries and branches to review, amend, and supplement regulations on land, urban planning, and construction, and other legal documents to ensure consistency.

The government has issued a Decree stipulating the management of industrial parks and economic zones in regard to the following issues: infrastructure investment and the establishment of industrial parks and economic zones; policies on the development of industrial zones and economic zones; and certain types of industrial parks and industrial - service - urban zones. The Decree details the conditions investors in the construction and industrial park infrastructure business must meet.

The National Postal Development Strategy to 2025 and orientation to 2030 was approved by Deputy Prime Minister Vu Duc Dam on May 30, setting a goal of developing the postal service into an important and essential element of the country’s infrastructure. With current growth at 20-30 per cent per year, the postal and delivery industry will see annual revenue of $10 billion by 2030.

On May 26, Deputy Prime Minister Le Van Thanh approved the task of planning for Ho Chi Minh City in the 2021-2030 period and vision to 2050. The city is to become a major economic, commercial, scientific - technological, and cultural center in Southeast Asia by 2030 and among Asia’s economic and financial centers by 2045. The plan clearly specifies developing key sectors such as industry, services, and agriculture, in which industry will develop towards high-tech applications and smart factories and shift from outsourcing and assembly to manufacturing.

S&P raised its long-term sovereign credit rating on Vietnam to “BB” with a “stable” outlook on May 26. It also raised the country’s national credit rating after recognizing that the economy is on a solid recovery track with appropriate economic recovery policies.

Prime Minister Pham Minh Chinh welcomed Mr. Patrick Gelsinger, CEO of the Intel Corporation, to government headquarters on May 27. He suggested the corporation support Vietnam in developing its digital ecosystem, startup ecosystem, innovation, an investment ecosystem, and a research center.
