Speaking at a government meeting regarding legislation on January 19, Prime Minister Pham Minh Chinh noted that as Vietnam is a developing country with limited resources and in the process of building and perfecting its institutions in parallel with the requirement to strengthen State management, it is necessary to open up mechanisms and policies and create conditions for the development, mobilization, and effective use of all resources. He also emphasized that in building and perfecting institutions, it is necessary to consider reality and speed up the reform of administrative procedures, curb the harassment of individuals and businesses, and step up decentralization along with strengthening supervision and inspection, reasonably allocate resources, and improve personnel quality.

At a conference reviewing work in 2021 and implementing plans for 2022, the Vietnam General Department of Land Administration said it will continue to focus on perfecting land law policies this year, in particular completing amendments to the 2013 Land Law. Vietnam has measured and mapped over 77 per cent of its total natural area to date.

At a national conference, Prime Minister Pham Minh Chinh requested the speeding up of the connection of the national population database with national and specialized databases, especially databases on businesses, taxes, customs, banking, insurance, health, education and securities.

Import-export activities and customs clearance at northern border gates with China have seen positive changes, but congestion can become serious at any time. The Ministry of Industry and Trade established a Steering Committee on January 17 led by Minister Nguyen Hong Dien, to deal with congestion at northern border gates and facilitate trade between the two sides.

According to a resolution from the National Assembly (NA), there will be six specific mechanisms and policies piloted in the Mekong Delta’s Can Tho city for five years from March 1. These are expected to help it develop quickly and sustainably as an important gateway for road, river, sea, and air traffic and as the economic center of the Delta region.

Vietnam’s macroeconomic situation in 2021 saw many positive results, laying an important foundation for economic growth in 2022. However, with many difficulties still in place, it is necessary to adopt more suitable policies and measures to support businesses and individuals in order to recover and sustainably develop the economy this year.
