Environmental industry to become an independent economic sector

Under Prime Ministerial Decision No. 1894/QD-TTg of September 4, 2025,  the Program for the Development of the Environmental Industry for the period 2025-2030 (the Program) has been approved.

The Program sets an ambitious goal: to make the environmental industry an independent economic sector, significantly contributing to the national economic structure while ensuring technological autonomy.

At a recent seminar theming "Developing the Environmental Industry into an Independent Economic Sector," experts said that Vietnam's environmental industry has been forming and developing since the 2000s. Essentially, the environmental industry is an integrated and comprehensive field, converging various technologies from machinery manufacturing, chemicals, water treatment, to thermal industries, playing a role in providing technology, equipment, and products for environmental protection.

However, some opinions suggest that domestic environmental industry enterprises currently only have the capacity to produce basic and intermediate equipment. Most are small and medium-sized enterprises with limited capital and financial access compared to the demand for high-tech equipment investment, while foreign joint ventures and investors have better financial capacity and management experience.

To make the environmental industry an independent economic sector as outlined in the Program, it is necessary to address the current "bottleneck" limitations and challenges.

Firstly,  to complete the institutional system and specific policies; 

Secondly, to create a mandatory legal framework by issuing national technical standards and regulations for emissions, wastewater, and waste incinerators; 

Thirdly, to complete specific mechanisms for production units and products in the environmental industry; 

Fourthly, there should be policies on human resource training in order to develop a workforce capable of handling tasks related to the production of environmental science and technology equipment.

Fifthly, there should be policies related to market promotion and development. Without a market, the environmental industry products produced by environmental industry enterprises will not be sold, making it difficult for enterprises to develop.

To have a market, the role of trade promotion agencies is crucial. However, the connection between environmental industry enterprises and trade promotion agencies still has a gap. 

Additionally, according to experts, specific financial policies are needed, especially policies to create loan funds for this field, including "venture loan funds" to support pioneering technology research projects.
