The government of Ghana, through the Tree Crops Development Authority (TCDA), has officially signed a Public-Private Partnership (PPP) agreement with PSL Machinery, a leading Vietnamese provider of cashew processing machines and A-Z cashew factory solutions. The partnership is expected to play a pivotal role in helping Ghana achieve its national goal of processing 50-60 per cent of its raw cashew nut production domestically while accelerating the industrial transformation of the country’s cashew sector.
The signing ceremony was attended by Dr. Andrews Osei Okrah, Chief Executive Officer of the Tree Crops Development Authority (TCDA); Her Excellency Ms. Florence Buerki Akonor, Ghana’s High Commissioner to Vietnam and Malaysia; Ms. Alexandra Asiamah, Head of Chancery of the Ghana High Commission in Vietnam and Malaysia; alongside the leadership team of PSL Machinery and key stakeholders from the cashew industry.
Under the agreement, PSL Machinery will collaborate with Ghana to deliver a comprehensive A-to-Z Cashew Factory Solution. The company will directly design and build complete cashew processing factories; develop green factory solutions with solar-powered steel buildings; manufacture and install advanced cashew processing machinery; and manage the factory operation. PSL Machinery will also implement kernel-buyback programs to ensure stable market access and sustainable long-term operations for processors in Ghana.
Speaking at the signing ceremony, Dr. Andrews Osei Okrah emphasized Ghana’s commitment to transforming its cashew industry from a predominantly raw commodity exporter into a value-added processing hub.
“We chose PSL Machinery as our strategic partner after closely following their outstanding achievements in the cashew industry. From our very first discussions, we recognized that PSL Machinery is a global leader with the expertise and technology needed to support Ghana’s ambitions. Our vision is to process 50-60 per cent of our cashew production locally, and we believe PSL Machinery is the ideal partner to help us achieve that goal and move Ghana forward.”
The partnership comes at a time when many African countries are actively pursuing strategies to increase domestic processing capacity and capture greater value from their agricultural resources. While Africa produces a significant share of the world’s raw cashew nuts, much of the value-added processing has traditionally taken place outside the continent.
According to PSL Machinery, the collaboration extends far beyond the supply of machinery. The company will design and development cashew factory, transfer technology, manage the cashew factory, and long-term technical assistance to help build sustainable local capabilities within Ghana’s cashew industry.
As the first enterprise to establish direct strategic partnerships with multiple African governments in the cashew sector, PSL Machinery is accelerating its expansion across key cashew-producing markets, including Ghana, Côte d’Ivoire, Guinea-Bissau, and Nigeria. Recognized as one of the leading cashew factory builders, the company offers a comprehensive portfolio of advanced solutions, including green factory solutions, high-speed automated processing systems with minimal kernel loss, and fully integrated production lines designed to meet international export standards.
Industry observers view the agreement as a significant step toward building a more resilient and competitive cashew sector in Ghana. By combining Ghana’s abundant raw material resources with PSL Machinery’s proven expertise in cashew processing technology, the partnership has the potential to create a new model for value-added agricultural industrialization across Africa.
The agreement also highlights the growing role of Vietnamese technology and manufacturing expertise in supporting agricultural transformation and industrial development in emerging markets worldwide.
As Ghana moves forward with its ambitious processing targets, the collaboration with PSL Machinery is expected to lay the foundation for a modern, efficient, and internationally competitive cashew industry capable of delivering long-term economic and social benefits for the country.
