The Government has issued a resolution detailing plans to implement the National Assembly’s resolution on special mechanisms and policies for the Ninh Thuan nuclear power project.
Under the plans, the Ministry of Industry and Trade is tasked with finalizing and signing international investment cooperation agreements for the construction of the first Ninh Thuan nuclear power plant by September and for the tplant by December.
Meanwhile, the Ministry of Finance will lead negotiations on credit supply for both projected plants, with negotiations for Ninh Thuan 1 expected to conclude in September and for Ninh Thuan 2 in March 2026.
The Ministry of Science and Technology will coordinate with the International Atomic Energy Agency to submit an integrated nuclear infrastructure review this year. The ministry will also draft a master plan for nuclear infrastructure development and study Vietnam’s possible participation in multilateral treaties on atomic energy by 2026.
The Vietnam Electricity (EVN) and the Vietnam National Industry – Energy Group (PVN) will seek approval to adjust investment policies for the projects at National Assembly sessions scheduled for October and November this year for Ninh Thuan 1, and by May 2026 for Ninh Thuan 2.
Additionally, the Government has directed the People’s Committee of central Khanh Hoa province, which has been merged from the former provinces of Khanh Hoa and Ninh Thuan since July 1, 2025. where the plants are located, to accelerate land clearance, resettlement, and relocation to ensure progress.
