The Hanoi People's Committee has decentralized the authority for managing foreign labor to the Management Board of Hanoi High-Tech and Industrial Parks.
The Board is now responsible for administrative procedures and State management tasks concerning foreign nationals working in the capiral city's industrial zones.
This decentralization is based on Government Decree No 219/2025/ND-CP, which regulates foreign laborers working in Vietnam.
Under Decision No 27, issued by the Hanoi People's Committee on March 6, the Management Board is authorized to exercise the powers specified in Article 4 of Decree No 219. This authority applies to foreign employees working for employers who maintain headquarters, branches, representative offices, or business locations within Hanoi’s industrial parks.
Specifically, the Board will handle administrative procedures including the issuance, re-issuance, and extension of work permit exemption certificates, as well as the issuance, re-issuance, and extension of work permits for foreign laborers. Furthermore, the Board is tasked with the revocation of work permits and work permit exemption certificates when required.
