Hanoi has approved a pilot program on digital consumption and e-commerce endorsement, marking a strategic government-led initiative to create a more transparent online shopping environment, thus strengthening consumer protection and improving oversight of the digital marketplace.
The program aims not only to establish an additional online sales channel but also to build a safe, transparent and traceable digital consumption ecosystem under the supervision of the municipal government.
Beyond safeguarding consumers' legitimate rights and interests, the initiative is designed to create a reliable data source to support state management. Data collected through the platform will help authorities monitor market developments, forecast consumer trends, provide early risk warnings and formulate digital economy policies based on real-world market conditions.
To implement the strategy, Hanoi has set a series of measurable targets for 2028. The city aims to attract 500 participating businesses and organisations to the program while listing 1,000 products on its digital marketplace or linked online platforms.
At least 80% of listed products are expected to carry traceability information or recognised digital identification codes, while all participating businesses will receive guidance on mandatory information disclosure requirements.
