Aiming to bolster innovation and digital transformation, Hanoi will provide 100% funding for new investments or infrastructure upgrades for organizations operating in these fields.

At the third (thematic) session of the 17th Hanoi People's Council on June 2, delegates officially passed a Resolution regarding incentive policies to support infrastructure and organizations active in science, technology, innovation, and digital transformation within the city.

Accordingly, Hanoi will support 100% of the costs for new investments or upgrades to sci-tech, innovation, and digital infrastructure for organizations under the city's jurisdiction. Furthermore, the city will cover 100% of the operating costs for these facilities during the first three years of service.

For public research and development (R&D) centers, laboratories, and incubators belonging to non-city-affiliated public universities, vocational schools, sci-tech organizations, or State-owned enterprises, Hanoi will provide up to 50% of the investment or upgrade costs. For new investment projects in this category, up to 50% of operating costs will also be supported during the first three years of operation.

The city also offers a maximum of 30% support for the costs of new investments or laboratory upgrades for private universities, non-public sci-tech organizations, and private enterprises. For newly invested laboratories, this 30% operating cost support will apply for the first three years after they become operational.

Notably, organizations and businesses developing infrastructure through private-sector participation will be exempt from fees for installing equipment and telecommunications cables on the city’s smart city technical infrastructure for a period of two years.
