The Ho Chi Minh City People’s Committee has promulgated an implementation plan for the Labor and Employment Strategy for 2026 and the 2026-2030 period.
The plan aims to build a flexible, modern, efficient, and sustainable labor market that meets the requirements of digital transformation and green economic development.
The southern city has set a target to generate 180,000 new jobs in 2026 alone, contributing to a 7.5% increase in social labor productivity. For the entire 2026-2030 period, the city expects to create a total of 900,000 new jobs.
Regarding labor quality and stability, the city aims to maintain an annual unemployment rate below 4%, while the proportion of workers with college or university degrees is targeted to reach at least 24%. Furthermore, the rate of trained workers is expected to hit 87% by 2026 and rise to 89% by 2030.
In terms of social welfare, the city strives for at least 95% of its population to be covered by health insurance by 2026, moving toward universal health coverage by 2030. Additionally, the city aims for social insurance participation to reach 62% of the working-age population.
To achieve these objectives, the city will focus on several key tasks, including selective investment attraction that aligns with sustainable development, high-quality human resource training, and enhancing the investment environment. The plan also emphasizes strengthening regional linkages to develop a cohesive labor market while expanding both domestic and international cooperation.
Regarding mechanisms and policies, the city will concentrate on implementing programs for vocational training, employment support, social security, and entrepreneurship. Furthermore, the plan outlines solutions to attract top talent and strengthen labor protection, with a particular focus on supporting workers in the informal sector.
