The People’s Committee of Ho Chi Minh City has submitted a document to the Ministry of Construction and relevant authorities for the implementation of the expansion and completion of Ring Road 3 project (Phase 2) under the Public-Private Partnership (PPP) model.
According to the People’s Committee, the project is a key transport infrastructure development, playing an important role in enhancing regional connectivity, completing the traffic network, and driving socio-economic growth in the southern city and the southern region as a whole.
A consortium of investors has already proposed to conduct research for the project. The implementation scope covers three localities: HCM City, Dong Nai City, and Tay Ninh Province. Both Dong Nai and Tay Ninh have issued official documents agreeing to authorize HCM City’s People’s Committee as the competent authority to organize and oversee the project.
The PPP investment approach aligns with the government’s directive to mobilize social resources for transport infrastructure development, as emphasized by Permanent Deputy Prime Minister Pham Gia Tuc.
Ring Road 3 has a total length of more than 90 km. Of this, over 15 km of the My Phuoc – Tan Van section has already been completed and opened to traffic with a six-lane urban road standard. Additionally, more than 8 km under Component Project 1A, built to a four-lane Class III plain road standard, was put into operation in 2025.
The remaining 70 km, invested by the three localities commenced construction in June 2023 and is scheduled for completion by the end of 2026. The project is divided into eight component projects, each managed by the local People’s Committee where the road passes through.
Under the latest plan, by September 30 the project aims to complete about 38.6 km of the main expressway. By December 30, the entire 70.4 km of the main route, along with approximately 75 km of parallel and frontage roads, is expected to be finished.
