The Ho Chi Minh City People’s Committee has issued a plan to implement the city’s socio-economic development strategy for 2026-2030, setting an ambitious target of achieving double-digit annual GRDP growth.
Under the plan, the city will reform its governance and management methods, with greater emphasis on measurable economic outcomes. It will establish a monthly and quarterly growth monitoring system to closely track indicators including economic growth, investment, consumption, exports and public investment disbursement.
The system is intended to provide early warnings of emerging challenges and allow authorities to adjust policies and measures in a timely manner.
Science and technology, innovation and digital transformation have been identified as key drivers of the city’s new growth model. Priority sectors include high-tech industries, semiconductors, artificial intelligence, big data, digital technology, logistics, finance, the marine economy, tourism and cultural industries.
The city also plans to mobilise resources for major infrastructure projects. Priority will be given to transport and logistics infrastructure, digital infrastructure, urban development, energy, healthcare, education and environmental projects, as well as initiatives designed to strengthen regional connectivity.
The plan is part of Ho Chi Minh City’s broader strategy to restructure its growth model, improve economic productivity and strengthen its role as a major economic and innovation hub.
