With digital transformation likely to have a major role to play in financial transactions into the future, the governing legal framework is in need of reinforcement.
According to the Ministry of Finance (MoF), the disbursement of public investment capital in the first quarter reached just 11 per cent of the plan, of which foreign capital was less than 1 per cent. Over VND50 trillion ($2.2 billion) is unallocated, and 29 localities have not disbursed funds. Foreign capital projects are still in the negotiation stage with foreign partners and selecting contractors. In order to speed up the allocation and disbursement of public investment capital, the MoF has proposed the Ministry of Planning and Investment suggest appropriate measures in accordance with the Law on Public Investment.
Capital flows of exchange-traded funds (ETFs) recorded a net entry of VND172 billion ($7.53 million) in the first quarter of 2022. With changing monetary and fiscal policies and exchange rate stability, analysts expect foreign capital flows to return to Vietnam shortly.
Hanoi has proposed building two underground tunnels, at the intersections of West Thang Long and Hoang Quoc Viet with Ring Road No. 3, invested with medium-term public investment capital totaling VND2 trillion ($87.1 million).
Northern Hai Duong province kicked off construction of three investment projects on April 3: an East-West road with a length of 36.5 km, and two intersections on the Hanoi - Hai Phong Highway, with total investment of more than VND2.1 trillion ($92.84 million). The three projects will strengthen links between Hai Duong and Hanoi, Hai Phong, Quang Ninh, and neighboring provinces.
As of the end of the first quarter, the Ministry of Transport (MoT) had disbursed about VND7.5 trillion ($328.3 million), or 14.7 per cent of the plan assigned by the Prime Minister. Disbursement is expected at about VND11.1 trillion ($486 million) in the second quarter, or nearly 50 per cent higher than in the first quarter.
The Bac Ninh Provincial People’s Council has approved the construction of a stretch of Hanoi's Ring Road No. 4 in the 2022-2027 period passing through the northern province, with a total cost of VND5.2 trillion ($228.1 million). The stretch has a total length of 35.3 km and passes through Bac Ninh city and the three districts of Thuan Thanh, Que Vo, and Gia Binh.
