Prime Minister Le Minh Hung has called for the decisive resolution of obstacles facing businesses, the unlocking of resources, meaningful administrative reforms and greater accountability among government leaders to create momentum for double-digit economic growth.

The Prime Minister made the request while chairing a Government meeting with the business community, held in Hanoi on July 18,  under the theme "Removing Bottlenecks – Unlocking Resources – Promoting Growth."

Emphasizing that business development is a strategic national priority, the Prime Minister said all government policies must aim to create an open, stable and transparent investment and business environment, while safeguarding the freedom of business and equal access to resources.

Ministries, agencies and local authorities were also asked to conduct comprehensive reviews of regulations governing investment, land, planning, construction, environmental protection, bidding, taxation, customs and specialized inspections. The Prime Minister demanded an end to overlapping regulations, inconsistent interpretations, unreasonable procedures and the avoidance of responsibility.

He called for substantive administrative reform in line with 11 resolutions aimed at reducing administrative procedures and investment and business conditions. Authorities should shift from pre-inspection to post-inspection in eligible sectors, while accelerating digitalization and data integration.

Alongside institutional reform, the Government will continue efforts to unlock capital, land and investment resources and ensure adequate cash flow for production and business activities.

Government agencies were also instructed to reduce logistics and specialized inspection costs, as well as unnecessary compliance expenses, while adopting risk-based management and minimizing overlapping inspections to facilitate production, trade and imports and exports.

The Prime Minister stressed that all new policies must undergo comprehensive assessments of their impact on business costs and competitiveness, with additional compliance burdens kept to a minimum.
