The Prime Minister has issued Official Dispatch 158/CD-TTg on preparing to organize the inauguration and groundbreaking ceremonies for large-scale, significant projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam.
To summarize the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th National Congress of the Party, affirm the socio-economic achievements, and create new momentum and drive for the next development phase – marking a significant political milestone for the country, and welcoming the 14th National Congress of the Party, the Government will continue to organize online inauguration and groundbreaking ceremonies simultaneously for major works and projects nationwide (combining direct and online connections to all works and projects nationwide).
The event will be held on December 19, 2025, to commemorate the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025) and to welcome the 14th National Congress of the Party.
"For works and projects planned for inauguration or groundbreaking, legal procedures and documents must be urgently completed to fully meet the prescribed conditions," the Prime Minister's dispatch noted.
According to the official dispatch, leaders of certain ministries, sectors, localities, and businesses are also responsible for reviewing projects and works, compiling, and sending information to the Ministry of Construction before November 10, 2025.
"Each ministry, sector, locality, business group, general corporation, private enterprise, and FDI enterprise strives to have at least 2 projects or works eligible for inauguration or groundbreaking," the Prime Minister requested in his dispatch.
