By 2045, Vietnam aims to become a nation with a highly developed digital technology industry, serving as a leading hub in the region and advancing into the top tier globally.

This is one of the key goals outlined in the Programme for the Development of the Digital Technology Industry for the 2026–2030 period, with a vision to 2045, approved under Prime Ministerial Decision No. 840/QĐ‑TTg, signed by Deputy Prime Minister Ho Quoc Dung on May 13.

The programme identifies enterprises as the central drivers, with the private sector recognized as the most important force for developing the digital technology industry. It emphasizes mobilizing large enterprises, particularly major private corporations, to invest in and expand the sector.

Targets set for 2030 include: achieving a minimum of $300 billion in industry revenue, ensuring an average annual growth rate of at least 12% during 2026–2030, securing at least $55 billion per year in export revenue from digital technology products and services, with an average annual growth rate of 30%, reaching 100,000 digital technology enterprises, and training and developing a workforce of over 3 million in the digital technology industry.

The programme also aims for Vietnamese digital technology enterprises to master core technologies and produce key products and services. Each locality is expected to carry out at least one licensing activity and controlled pilot deployment of digital technology applications, fostering innovation and refining the legal framework for the industry.

Plans include establishing 16–20 concentrated digital technology zones, with at least one large‑scale zone aligned with the development goals of key economic regions. Additionally, at least one shared high‑performance computing center will be created to address major tasks and support the development of priority digital technology products and services.

To achieve these goals, several key tasks and solutions are outlined: continuing to improve institutions and enhance the effectiveness of policies and laws on the digital technology industry; promoting research and development of digital technology products and services; fostering the growth of digital technology enterprises; developing human resources for the industry; building modern and synchronized digital technology infrastructure; encouraging and facilitating investment in digital technology activities; expanding markets and supply chains; ensuring sustainable development of the industry; establishing and operating information systems and databases for the digital technology sector; and supporting the development of the semiconductor industry.

To promote research and development, the programme will support the creation of digital technology products and services; implement projects on research and production of digital technology, artificial intelligence, and semiconductors in accordance with the law; and provide assistance for the development of key digital technology products and services.

At the same time, the programme will help digital technology enterprises strengthen production capacity and improve product and service quality. It will support enterprises in adopting advanced international quality management standards to enhance the credibility of “Make in Vietnam” digital products and services, and carry out initiatives to assist Vietnamese digital technology companies in expanding into international markets.
