The National Assembly (NA) on November 5 heard the Government's proposal summary and the review report by the NA Committee on Legal and Judicial Affairs regarding investment policy for the National Target Program on Crime and Drug Prevention and Control for the 2026–2035 period.

Presenting the proposal on behalf of the Government, General Luong Tam Quang, Minister of Public Security, noted that the program is formulated against the backdrop of increasingly complex domestic and transnational crime and illicit drug trafficking. New, highly sophisticated, unprecedented methods and non-traditional security risks are posing growing operational challenges to law enforcement and drug control.

According to the proposal, the 2026–2035 National Target Program is divided into two execution phases with total investment capital structured as follows:

Phase 1 (2026–2030) with total capital ofVND45.3 trillion (approx. $1.76 billion); and

Phase 2 (2031–2035) with estimated total capital of VND18.15 trillion ($707.4 million).

At the conclusion of Phase 1, the Government will report execution outcomes to the NA to allocate resources for Phase 2 in accordance with regulations.

The program aims to leverage the combined strength of the political system and broader society in combating drugs and criminal offenses. It establishes a people-centric approach with commune-level localities as foundational operational units, integrating scientific and technological applications, specialized equipment investments, and synchronized enforcement measures.

Furthermore, prevention remains the primary focus—emphasizing early, proactive, and grassroots-level deterrence to achieve sustainable crime reduction, while curbing drug supply, reducing consumer demand, and minimizing drug-related harms.

Regarding implementation measures, Minister Quang outlined key priorities: developing and refining legal and policy mechanisms; mobilizing and allocating resources effectively; streamlining administrative enforcement apparatuses; enhancing inspection, examination, and oversight; expanding public awareness and communication campaigns; accelerating technological adoption; and broadening international cooperation.

Presenting the review report, Chairman of the NA Committee on Legal and Judicial Affairs Phan Chi Hieu affirmed that the program fulfills all statutory criteria for national target programs and falls under the authority of the NA for investment policy approval.

However, the Committee recommended that the drafting agency continue reviewing and cross-referencing specific tasks that overlap with other ongoing national target programs. The Committee also called for greater clarity regarding operational scope, targeted beneficiaries, geographic focus, deliverables, and exact financing sources.
