The northern port city of Hai Phong has set an ambitious target of achieving average annual GRDP growth of 13–14% between 2026 and 2030, with the city’s economy expected to account for around 6% of the national GDP.
According to the Hai Phong People’s Committee, the city has approved its socio-economic development plan for the 2026–2030 period, aiming to become a modern, industrialized, eco-friendly, and highly livable port city by 2030.
Under the plan, the industry and construction sector is projected to grow by approximately 15.2% annually, while the services sector is expected to expand by 10.9% per year. The agriculture, forestry, and fisheries sector is targeted to grow by 8% annually. By 2030, average per capita income is forecast to reach $11,247, with the digital economy contributing more than 35% of the city’s GRDP.
Hai Phong also aims to increase its industrial production index (IIP) by 15.5–16% annually, with manufacturing and processing expected to account for 47–48% of GRDP. High-tech industrial products are projected to make up around 60% of total manufacturing output.
The city targets to gain annual export revenue of over $75 billion by 2030, attract 25 million tourists annually, and increase the number of active businesses to 87,000.
