The Ho Chi Minh City People's Committee has officially revoked the investment policy for the Nha Rong - Khanh Hoi Mixed-Use Complex, a major riverfront project previously awarded to the Ngoc Vien Dong Urban Development Investment Company.

The decision takes effect as of March 4, 2026.

According to the municipal People’s Committee, the cancellation stems from the fact that the original investment plans are no longer consistent with the master planning orientations approved by the Prime Minister in Decision No. 1125, issued in June 2025.

The Nha Rong - Khanh Hoi port area spans over 31 ha along the Saigon River, situated adjacent to the city's central business district. In 2016, the City People's Committee had approved Ngoc Vien Dong Urban Development Investment Co., Ltd. to develop a massive mixed-use complex on this site. The original proposal included a commercial center, 3,116 apartments, 32 villas, schools, medical stations, and synchronized technical infrastructure.

However, by late 2025, the Standing Committee of the HCMC Party Committee reached a consensus to halt the commercial project. Instead, the prime riverfront land will be repurposed to develop the "Nha Rong - Khanh Hoi Port Park."

This new development will be integrated with the expansion of the Ho Chi Minh Museum and the creation of a dedicated "Ho Chi Minh Cultural Space," prioritizing public landmarks and green space over residential and commercial high-rises.
