The Standing Board of the Nghe An Provincial Party Committee in central Vietnam, during its meeting on October 20, agreed upon a plan for public investment capital allocation in 2026, with a priority given to strategic projects, including the Vinh – Thanh Thuy Expressway.

According to a dispatch from the Ministry of Finance, the central budget's public investment capital to be allocated for Nghe An Province in 2026 is estimated at nearly VND4.56 trillion (nearly $173 million), including more than VND4 trillion (nearly $152 million) from sources of domestic capital and nearly VND447 billion (nearly $17 million) from sources of foreign capital.

Almost all the domestic public investment capital to be allocated for the province in 2026, or VND3.8 trillion (over $144 million), will be invested in the Vinh – Thanh Thuy expressway project. 

Additionally, Nghe An province has assigned capital allocations, according to progress, for three transitional projects, namely the new construction of Phan Boi Chau High School for the Gifted (Phase 2); the renovation and upgrade of canal routes within the South Nghe An irrigation system; and the specialized archives — headquarters of the provincial Department of Home Affairs.

Furthermore, funds are also reserved for the overpass project connecting National Highway 7C with N5 Road, crossing National Highway 1 and the North-South railway.

Meanwhi;e ODA (Official Development Assistance) loans from foreign donors are expected to allocate to four main projects. These include the investment project for wastewater and waste treatment systems at provincial hospitals using ODA loans from the German Government; the project to strengthen the provincial-level healthcare system (2021–2023 phase); the Hoang Mai urban infrastructure improvement project, part of the climate change impact reduction program for four North Central coastal provinces; and the priority infrastructure and urban development project adapted to climate change in the province's administrative center (formerly Vinh city).
