The second phase of the Eastern North - South Expressway project in the 2021-2025 period has three component projects passing through south-central Binh Dinh province, with a total length of 219 km and investment of VND45.7 trillion ($2 billion). According to the Ministry of Transport, it will complete documents on demarcation for land clearance and hand land over to localities before June 30, so that they can carry out site clearance for construction.

The Vietnam Association of Construction Contractors (VACC) has proposed a number of mechanisms and policies to the Prime Minister regarding the construction of key traffic projects. It will be necessary to appropriately divide bidding packages in the North - South Expressway project (second phase), to create conditions for construction enterprises to innovate technology, invest in equipment, and mobilize skilled workers.

Prime Minister Pham Minh Chinh has issued a decision to set up a Council to appraise pre-feasibility studies for the first phase of two key national projects: the Khanh Hoa - Buon Ma Thuot Expressway and the Bien Hoa - Vung Tau Expressway. In order to build a modern container port to meet export and import needs in Vietnam’s north, Wharfs No. 5 and No. 6 at the Lach Huyen wharf area of Hai Phong Seaport are to increase in length, with over 58 hectares of land to be used. Project investment also increased, by VND2.5 trillion ($110.16 million).
