Prime Minister Pham Minh Chinh has signed Decision No 1711/QD-TTg, approving the Planning of Ho Chi Minh City for the period 2021-2030, with a vision towards 2050.

The overall goal is to develop the southern city into a global, civilized, modern, compassionate, and dynamically innovative metropolis.

The city aims to have a high-quality workforce, modern services, and industries.

The locality will be a leading force in the green economy, digital economy, and digital society, serving as a national center for economy, finance, trade-services, culture, education, and science-technology. It will have deep international integration and a prominent position in Southeast Asia.

Simultaneously, the city is set to achieve an economic growth rate and average GRDP per capita among the highest in the country, surpassing the high-income threshold. It will be a city with a high quality of life, rich in identity, a sustainable environment, and adapted to climate change.

Regarding the economy, the city strives for an average GRDP growth rate of approximately 8.5-9.0% per year during the period 2021-2030. By 2030, GRDP per capita at current prices is expected to reach VND385-405 million (equivalent to $15,100-15,900).

The average proportion of the service sector in GRDP will be above 60%, the industry-construction sector approximately 27% (of which manufacturing will account for around 22%), and the agriculture, forestry, and fishery sector approximately 0.4%. The city aims for the proportion of the digital economy to reach over 40% of GRDP.
