New airports to be built under PPP form

The Office of the Government has issued Notice No. 298/TB-VPCP, dated September 24, 2022, on the conclusions of Deputy Prime Minister Le Van Thanh at a meeting on planning and mobilizing investment capital for a number of airports, with many localities to build airports under the public-private partnership (PPP) investment form.

“Investment in the construction of traffic infrastructure in general and the airport network in particular is imperative for creating a new driving force to promote socio-economic development,” he said.

The Deputy Prime Minister asked the Ministry of Transport to work with localities to update and complete the Master Plan on the Development of the National Airport Network in the 2021-2030 Period and Vision to 2050, which will be submitted to the Appraisal Council for consideration and to the Prime Minister for approval in October.

It is also necessary to renew the approach while strictly complying with the provisions of the law, while still speeding up the process of mobilizing capital for investment in existing airports under the PPP form.

For airports that are implementing investment and those that have been approved by the Prime Minister, such as Sa Pa in northern Lao Cai province and one in central Quang Tri province, the Deputy Prime Minister requested that localities focus on implementing prescribed procedures to begin construction this year or in early 2023.

Along with that, the Binh Thuan Provincial People’s Committee in the south-central region has quickly explained the opinion of the Inter-Sectoral Appraisal Council on adjusting investment in Phan Thiet Airport project.

At the same time, it will review the investor’s capacity, consider selecting another qualified investor if necessary, and begin the project in early 2023 to ensure synchronous completion, with runways to be built by the Ministry of National Defense.
