Deputy Prime Minister Le Van Thanh has directed the review and completion of the contents of a project on mobilizing social capital for investment in airport infrastructure, in Document No. 1061 issued by the Office of the Government on February 18.

Regarding airport classification criteria, he highlighted compliance with relevant laws, assessments of the inadequacies of legal regulations relating to investment, management, and operation of airports, and capital mobilization mechanisms, the ability to mobilize social capital, the impact on security and defense, and difficulties in implementation.

At the same time, he requested clarification of the relationship between the project and the “Project on Decentralization and Solutions to Mobilize Resources for the Implementation of the National Airport System Master Plan”, to determine the scope, objectives, and solutions, and to report to him during February.

The Ministry of Transport previously submitted a report on a project on mobilizing social capital for investment in airport infrastructure to the Prime Minister for approval.

It proposed classifying the airport system into five groups as a basis for orienting to mobilize social capital. It also proposed mobilizing social capital to invest in an entire airport in the form of public-private partnership (PPP), and assigning the People’s Committees of cities and provinces with new airport planning as competent authorities to invest in the PPP form, to actively mobilize and balance resources and organize investment implementation.
