During the second session of the 17th Hanoi People’s Council (2026–2031 tenure) held on May 11, delegates voted to pass a resolution on the adjusted investment policies for six major projects across the city.
The first project involves the construction of a sewage collection system for the S3 basin covering several wards, including Cau Giay, Nghia Do, Yen Hoa, Phu Dien, Tu Liem, and Dai Mo. This system will feature a 24.09 km network and the Phu Do wastewater treatment plant, which will have a design capacity of 91,500 cu.m/day and a peak capacity of 113,000 cu.m/day during rainy periods. With a total investment of over VND4 trillion ($153.5 million), the project is expected to be completed within 12 months once the site is cleared and handed over.
The second project is the National Highway 1A axis, integrated with urban renewal and reconstruction through a Public-Private Partnership (PPP) under a Build-Transfer (BT) contract. Spanning 36.3 km from Ring Road 1 to the Cau Gie intersection, the route will be 90m wide, accommodating 10 main lanes and 6 parallel lanes. This project covers 337.3 ha with a preliminary investment of nearly VND162 trillion ($6.16 billion) and is slated for completion in 2027.
The third initiative is the construction of a section of Ring Road 3 passing through the communes of Dong Anh, Thu Lam, Quang Minh, and Phuc Thinh. This project has a preliminary investment of VND11.73 trillion ($445 million) and is expected to be finished by the third quarter of 2027.
The fourth project involves another segment of Ring Road 3.5, stretching from the Phuc La - Van Phu road to the Phap Van - Cau Gie Expressway, with a total estimated investment of VND13 trillion ($494 million).
The fifth project is the Red River Landscape Boulevard, aimed at finalizing the city's transport infrastructure and boosting urban development along both sides of the Red River.
Implementing across 16 communes and wards, the project will cover approximately 11,418 ha. It carries a massive preliminary investment of over VND736.96 trillion ($27.98 billion), with a long-term execution period scheduled from 2026 to 2038.
Finally, the city approved the construction of the second campus of the Hanoi Oncology Hospital in Thuong Cat Ward. This 650-bed facility will require an investment of over VND4.767 trillion ($181 million) and is scheduled for implementation between 2026 and 2030.
