NA Standing Committee approves change to land use for North-South Expressway
The National Assembly Standing Committee passed a resolution on July 11 changing the use of forest land and wet rice land in Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, and Khanh Hoa provinces to build the East North-South Expressway. More than 4,400 ha will be converted for construction of the project.
Two seaports prioritized for infrastructure development

Construction of new Tan Son Nhat terminal to begin in Q3
Prime Minister Pham Minh Chinh has asked the Ministry of Transport to direct agencies and units to urgently prepare to begin construction of Terminal 3 at Tan Son Nhat International Airport in Ho Chi Minh City in the third quarter of this year. Terminal 3 has a capacity of 20 million passengers a year and total investment of nearly VND11 trillion ($470.43 million), increasing capacity to 50 million passengers a year.
Thai Binh to build range of residential projects
Northern Thai Binh province is expected to build four social housing projects for low-income earners this year, three social housing projects for workers at industrial parks, and 40 new project zones and residential areas on a total area of more than 730 ha, or 52.5 per cent of the plan for the 2021-2025 period. The province will also build many commercial housing projects on a total area of nearly 2,400 ha.
PPPs plagued by problems
A number of public-private partnership (PPP) projects have been implemented in Vietnam but disputes relating to this type of investment are increasing, significantly reducing their attractiveness. At a seminar on attracting PPP investment on July 7, analysts said authorities need to create a stable legal framework to further strengthen confidence among potential investors.
