Prime Minister Pham Minh Chinh has directed ministries, agencies, and localities to accelerate efforts in science and technology, innovation, and digital transformation.

The directive was outlined during the fourth online meeting of the Government’s Steering Committee for Science and Technology Development, Innovation, Digital Transformation and Project 06 (a project on developing applications for population data, identification, and electronic authentication), held on September 24 under the PM's chair.

The PM emphasized the need to build modern, unified, and shared infrastructure, particularly at the commune, ward, and special-zone levels, supported by adequate personnel. He also called for a nationwide “digital literacy for all” campaign to ensure widespread public engagement in the digital era.

Relevant ministries and agencies have been tasked with finalizing a comprehensive legal framework for science and technology development, innovation, digital transformation, and Project 06, with priority given to open, development-oriented, and people-focused policies.

He also called for 19 draft laws and seven resolutions on these areas to be submitted to the legislature for approval.
