Prime Minister Le Minh Hung has called for prioritizing resources and increasing the share of State budget spending on strategic, high-tech, and core technologies to drive innovation and digital transformation.

Chairing a working session with the Ministry of Science and Technology in Hanoi on April 22, the Prime Minister emphasized the need to align funding with national development priorities. Under the Politburo’s Resolution 57, at least 3% of total annual State budget expenditure should be allocated to science, technology, innovation, and digital transformation.

The 2026 State budget earmarks more than VND65 trillion (approximately $2.47 billion) for these sectors. So far this year, 92.27% of recurrent spending and 68.58% of investment capital have been disbursed, with the remaining funds under review.

PM Hung urged ministries to finalize guidelines on criteria, procedures, and financing mechanisms for related projects. This includes shifting from direct budget allocation to outcome-based, order-driven funding models, as well as introducing controlled regulatory sandbox frameworks to support research and innovation.

He also called for a comprehensive restructuring of research infrastructure and the national innovation ecosystem, including reforms to 16 key laboratories, the development of more dynamic science and technology exchanges, and stronger support for intellectual property valuation and registration.
