The 2026 Petroleum Law introduces a number of new provisions concerning investment incentives for petroleum activities, carbon capture and storage, the development of offshore energy infrastructure, and high-tech petroleum engineering services associated with petroleum activities, among other areas.

General Secretary and President To Lam stressed that the two countries should move from bilateral cooperation toward jointly building value chains serving ASEAN, the European Union, and global markets.

General Secretary of the Communist Party of Vietnam (CPV) Central Committee and President To Lam and French President Emmanuel Macron agreed to effectively implement existing cooperation mechanisms, and explore deeper sectoral cooperation to meet development needs in the new context.

Both sides agreed to actively consider further opening their respective markets to each other’s products, particularly facilitating the entry of Vietnam’s key agricultural, fisheries and seafood products into the Mongolian market.

The meetings took place as part of Party General Secretary and State President To Lam's State visit to Russia from September 7-9,

During their talks in Moscow on September 9, the two leaders agreed to raise bilateral trade to $15 billion at an early date.
