India's Directorate General of Trade Remedies (DGTR) has announced its final findings in the anti-dumping investigation into Hot-Rolled Coil (HRC) steel imported from Vietnam, according to a report from the Government News.
According to the decision, HRC steel produced by Hoa Phat Group will not be subject to India's anti-dumping duties.
The exemption was granted because the dumping margin for Hoa Phat's HRC steel exports to India was determined to be within the 0-10% range.
This decision creates a significant competitive advantage for Hoa Phat's products in the Indian market. Notably, downstream businesses that use Hoa Phat's HRC can now confidently export to India without facing barriers related to rules of origin or trade defense duties.
The outcome reflects Hoa Phat's internal capabilities and international legal experience, while also demonstrating the growing maturity of Vietnamese enterprises in adapting to and meeting the stringent standards of the global market.
The DGTR had initiated the anti-dumping investigation into hot-rolled coil steel originating in or exported from Vietnam on August 14, 2024.
The product under investigation was defined as alloy or non-alloy hot-rolled coil steel; not clad, plated, or coated, with a thickness of up to 25mm and a width of up to 2100mm, falling under HS codes 7208, 7211, 7225, and 7226. The investigation did not include hot-rolled stainless steel.
The period of investigation for dumping was from January 1, 2023, to March 31, 2024, while the injury investigation period covered April 2020 to March 2024.
