With digital transformation likely to have a major role to play in financial transactions into the future, the governing legal framework is in need of reinforcement.
Deputy Prime Minister Le Van Thanh has approved adjustments to investment in connecting the Tuyen Quang - Phu Tho Expressway with the Noi Bai - Lao Cai Expressway. Capital has increased by VND600 billion ($26 million), to VND3.7 trillion ($161 million), to create a breakthrough in economic development for the two northern mountainous provinces.
As an important link in supply chains shifting within Southeast Asia, northern Vinh Phuc province is focusing on reforming its investment and business environment to attract FDI, especially in the high-tech, mechanical, electronic, and semiconductor sectors. The province had 435 FDI projects with total registered capital of over $7.2 billion as of the end of the first quarter.
Central and north-central provinces are currently home to 2,151 FDI projects with total registered capital of $60.77 billion, of which Thanh Hoa province leads with 164 projects and $14.57 billion, or 24 per cent of capital. The province is seen as an attractive investment destination for foreign investors with large-scale FDI projects.
Capital demand for implementing expressway projects to 2030 totals up to VND900 trillion ($39.41 billion), of which the State budget can meet VND600 trillion ($26.25 billion), with the remaining VND300 trillion ($13.16 billion) to be mobilized from domestic and foreign investors. In order to attract private investment, Mr. Nguyen Xuan Cuong, Deputy Director-General of the Directorate for Roads of Vietnam, said that the profit margin of build-operate-transfer (BOT) projects should be increased to over 15 per cent and the rate of State capital contribution could be increased to 70 per cent.
FDI projects in Vietnam have begun to go green with the appearance of clean energy projects and eco-industrial parks. Vietnam must therefore make great efforts to ensure its readiness to promote the effectiveness of FDI in green growth and creating a green economy.
According to the Ministry of Transport (MoT), more than VND14 trillion ($611.9 million) is expected to be allocated from the State budget for investment in railway infrastructure in the 2021-2025 period, meeting 5.8 per cent of demand over the next ten years. More than VND227 trillion ($9.9 billion) will be needed for railway infrastructure in the 2026-2030 period, or 16 times higher than in 2021-2025.
