Northern Bac Giang province will focus on removing obstacles and improving the operational efficiency of local State-owned enterprises (SOEs) until the end of the year. In the first eight months, the province had 991 newly-established enterprises, up 14.3 per cent year-on-year, with registered capital of VND22.998 trillion ($970.46 million), up 30.4 per cent.

The National Assembly (NA) Standing Committee held a meeting on September 19 to discuss the revised Law on Electronic Transactions, which is expected to be submitted to the NA at its October meeting. The NA Chairman emphasized that the revised Law must ensure information security, citizenship, and privacy, and not generate additional procedures and conditions.

Prime Minister Pham Minh Chinh chaired an online conference on September 19 with heads of Vietnamese representative agencies abroad on promoting economic diplomacy for the country’s development. He emphasized that with Vietnam’s major markets tending to shrink, representative agencies need to be more active in expanding to other markets, to boost exports and revenue, attract investment, and diversify supply chains.

At a September 19 meeting of the National Assembly Standing Committee to comment on the revised Price Law, National Assembly Chairman Vuong Dinh Hue said State intervention in price management must comply with regulations and avoid infringing upon the rights of subjects. The revised Law is expected to be submitted to the National Assembly for consideration at its next meeting in October.

At a meeting with the National Assembly Standing Committee on September 19, Minister of Information and Communications Nguyen Manh Hung pointed out six shortcomings in the Law on Electronic Transactions 2005 that require amendments. The Ministry has assessed that the regulatory scope of the Law is not consistent with current practices in the application and development of electronic transactions.

Prime Minister Pham Minh Chinh has signed Directive No. 15/CT-TTg on key tasks and solutions to maintain macro-economic stability, control inflation, promote growth, and ensure major balances in the economy in the new circumstances. The Directive assigns specific tasks to each ministry, branch, and locality, in which the State Bank of Vietnam (SBV) must manage monetary policy in a proactive and flexible manner, both to control inflation and to support economic recovery and growth.
