Lung Lo Construction Corporation has proposed that Hai Phong port city in northern Vietnam allow it to research and implement four offshore wind power projects, according to the city People’s Committee.
These projects have a combined proposed design capacity of 3,000 MW and a total estimated investment exceeding VND324.182 trillion (nearly $12.3 billion).
If the investment policy is approved, the investor plans to develop the four offshore wind power projects as follows: Bac Bo 2.1 Offshore Wind Power Plant Project with 500 MW design capacity; Bac Bo 3.1 Offshore Wind Power Plant Project (500 MW design capacity); Bac Bo 4 Offshore Wind Power Plant Project (1,000 MW design capacity; and Bac Bo 5 Offshore Wind Power Plant Project (1,000 MW design capacity).
According to the proposal, the Bac Bo 2.1, Bac Bo 4, and Bac Bo 5 offshore wind power plants would all be installed in the offshore area of the Gulf of Tonkin, within Hai Phong's waters. However, the Bac Bo 3.1 offshore wind power plant is projected to be installed in the offshore area of the Gulf of Tonkin, within Quang Ninh province's waters.
This proposal follows the Prime Minister's Decision No. 768/QD-TTg dated April 15, 2025 which approved adjustments to the National Power Development Plan for the period 2021-2030, with a vision to 2050. Among the 15 planned offshore wind power projects in the Northern region (total proposed design capacity of 11,200 MW), Hai Phong is allocated up to 10 projects (total proposed capacity of 7,200 MW, accounting for approximately 64% of the offshore wind power capacity allocated to the Northern region).
